Money for Nothing?

The President of Afghanistan today confirmed his country gets cash from Iran. On more than one occasion his office has received cash payments around 500K from Iran.

What may we ask was the money for? Nothing?
Why does a government need to give cash to the President? Do other leaders around the world receive cash?

Is there any wonder the muslim world is messed up. Our politicians are so stupid they go out and admit they are being bribed, or is this a sign of confidence in the ignorance and complacency of the citizenship?
